You can view the tutorial again from the pause menu which is accessed by pressing "P", "Enter", or the "-" button if you are playing on a mobile device.
The downloadable versions of the game are identical to the web version.

I've been looking for a game like this since I last played it on the Cartoon Network website in the late 2000s!!!

Do you remember the name of the original? I played so much of it in school that when they finally blocked it I made a clone of it so I could keep playing. Then I based this Pico-8 version off of my old code, but I haven't been able to remember what the original game was called.
I did some digging and I found it! "Splash Back" with characters from the show Miguzi.
That's the one!
